The angel hastily explained that the actions submitted by Du-Ur to the Ministry were highly illegal in regard to the Angel Workers Rights, and the Civilized Syndicate had thus put a veto on most of His orders for the current cycle.

Ever the pencil pusher, Lu spends most of his time in his office during this turn of the celestial wheel. Surrounded by godpaper stacks, which evokes a scene of snowy mountains, the god of monsters sets about his work. Much has changed in the budget during this cycle, including several rebalancings to replace the archaic funding system of his predecessor. This ultimately led to a lot of paperwork, and draft versions of the budget seemed to cause outrage among the other departments. Still, the work he has taken on is important. At least, that's what he tells himself as he continues his work. He pens a brief letter to all departments.

Section (1): Alterations to Practices
Lu alters the standard orthodox beliefs of his religion to allow rights and privileges to monsters within the Garden.

(1a): Monsters, citizens, and those qualifying as monsterous citizens under Section 2b through 2c currently within the kingdom are immediately affected and are hereby granted one of the titles described herein.
(1b): Non-monstrous citizens may file a petition for transmogrification at any temple to Lu.
(1c): Monsters and non-monsters may apply for citizenship at any temple of Lu.

Section (2): Monstrous Classifications
Contained herein this section are the classifications of citizens within the kingdom. All previous legislation designating citizen status is hereby void.

(2a): Mortal Citizen
Citizens of human, elvish, dwarven or similar races which possess intelligent speech but do not meet the meet the criteria of monstrous citizenship.

(2b): Monstrous Citizen
Citizens which possess intelligent speech, but are not one of the races described in (2a). Additionally, one of the following criteria must be met:
- The presences of feathers, scales, tail(s), claws, paws, wings, innate natural or magical attacks capable of causing significant damage to a mortal or monstrous citizen, eyes greater in number than two, eyes in lesser number than two (notwithstanding any loss of eyes due to accident, intentional maiming, or act of god) inability to live in large groups, inability to live among races described in (2a) due either to innate or cultural hostility.

(2c): Monster
Any creature lacking in intelligent speech, telepathy, or other mode of coherent communication and is capable of inflicting damage upon any individual, property, psyche, or other object of value or worth that is greater than could be inflicted by an animal or group of animals. Additionally, to be classified as a monster the species in question must either be a clear and present danger to mortal or monstrous citizen in some way.

(2d): Lesser Monster
Any creature lacking in intelligent speech, telepathy, or other mode of coherent communication and is capable of inflicting damage upon any individual, property, psyche, or other object of value or worth that is equal to or lesser than could be inflicted by an animal or group of animals, but is still considered a minor danger or nuisance to nearby civilization or unarmed individuals.

Section 3: Grandfather Clause
Any entities within the kingdom which currently, at the time of the passage of this resolution, meet the criteria for one or more classifications under Section 2 are immediately transferred to that classification. Any individual entity may file a petition at any temple of Lu in order to change their classification in the case that they can prove it will have a negative impact upon their livelihood, safety, or finances. Limit one petition per entity.

(3a): Any entities within the kingdom who are current incarcerated but meet the qualifications for the above classifications of Monsterous Citizen, shall also be allowed to claim citizenship as described herein and in the case their incarceration was not due to the breaking of any past or current law, but instead on the belief they are monstrous, be released.

Section 4: Miscellaneous
(4a) Any creature which is designated as either a Mortal Citizen or Monstrous citizen is hereby classified as a Mortal Citizen in any current or future laws which do not designate a distinction.
(4b) Any creature which currently does not reside in the kingdom, but wishes to immigrate, shall be allowed to send a petition to a temple in order to request citizenship. Upon approval of citizenship, they shall be allowed to peacefully immigrate and are immediately under the rule and protection of all laws upon this approval of citizenship.

Dearest council members, for to long the legal distinction between monsters and mortals has been unclear and led to much confusion within the mortal realm. The resolution I propose here clarifies the distinction and sets a legal precedent for classification.

"Additionally, why does the Ministry of Glory take control over the petitions for citizenship? This seems backwards  as you already have to deal with the Budget? It would seem that working with the Department of Civilization on such a bill would be more useful long-term. Likewise, the Ministry of the Realm."

I once again remind the Marshal of budgetary procedures. There is freestanding Glory available to departments which may be requested, as there always has been. It is already gained and resides in the Vault of Heaven.

As my spending practices are opulent, I see no reason to waste the time of the Arbitrator. They are indeed most considerate, always asking as to the welfare of my mother and father, so I have no intentions of wasting their precious time. You should really show more respect to them instead of bothering them with this petty personal grudge you seem to have against me.

As to the merits of Tuuok's request, and in contrast to your crude behavior towards me, they made reasonable arguments as to the benefits of marrying the two throne claimants. The general controls the army, and provides the military support, while Mei has great merits as an oracle, despite their current status as disgraced. Together, the two present a much stronger case for effective leadership than other candidates. Indeed, it was your idea to marry two individuals and have them rule jointly, and it was that wisdom which helped inform my decision to grant Tuuok's request. In addition, a swift and decisive end to the conflict is ultimately the best solution. Unlike our Marshal here, I have little interest in long drawn out conflicts and I think all gathered here today would like to move on to other matters.

"You are really slow on the uptake arn't you? And you have control of our military forces yet rely on slow legal procedures to defend yourself from physical harm. It would do you well to be less litigious and more proactive."

To Paragon Lu, it was going to likely wrap up this turn, but you are spending Glory backlogged for projects to change the very route it would take in your own favor. This will undoubtedly cause chaos in the Garden, as the new power couple you create will fight the current leading one. Do you intend to see the royal family wiped from existence?

Steward Elda, to use might in place of bureaucracy in heaven would mean I would have to fight all departments, take them over in my name, then kill every single god that opposes me. Proactive is not how heaven was built, and to do so would be a great misuse of the power granted to me. My goal right now is rearming Heaven's Host without decimating the budget.
