Stone in outside stockpile not being dumped

I've got a stockpile of stones next to my dumping pile outside. I set some of the stones to dumping but the dwarves don't seem to want to dump them. The stones aren't forbidden and I've successfully dumped stone from inside my fort. Any ideas?

Probably the "dwarves gather refuse from outside" setting in 'o'rders.

If I remember right, it's o>r to toggle it on. The native setting is off so dwarves don't spend all day picking up broken bolts and porcupine parts.

It is (as is anything) if you set it to be Dumped.

The Refuse stockpile is also different thing from the Garbage Dump activity zone, which can catch people out (though apparently you're ok on that point).
