I'm on a quest to find rock, but no matter how deep I dig, there's nothing but soil and sandy loam...? Is there something I'm missing? Any other way to find stone?

Do I have to start a new world?

Keep digging. You'll hit rock eventually.
If you hit magma first and still haven't found rock, post your save on the bug tracker (assuming it's not modded).

(You are digging down and not across like in the old 2D version of the game, right?)

You should hit rock at a depth of 5 levels at most. If you don't something is weird, either due to modding/hacking or a bug.
