About a year ago, a new Souban from Kishibe Senior High has emerged, a "Bancho amongst Banchos". His fighting prowess is legendary, he rules with an iron fist on one arm and an open hand on the other arm, his taxes on the money pocketed by the other delinquents was low. There is even a rumor going around that he once managed to punch away a projectile from a pistol mid-shot, a rumor nobody believes yet no one dares to disprove it out of fear that maybe there is some truth to it, just because they can imagine the Souban to be that much of a crazy-yet-incredible person to pull it off if provoked. In other words, this Souban basically ignited a golden age of the local delinquents all by himself, with his personal guard consisting of powerful brawlers who serve as the Souban's extended arms of street justice.

Then, all of a sudden, the Souban disbanded his personal guard, announcing to raise a fresh group of students in the way of the delinquent with the goal to "make these students surpass myself" in his own words.
A declaration that will not go by silently by the old guard...


Welcome to Fire Emblem on Forums: The Rise and Fall of Kishibe Senior High's Souban!

This is a FEF heavily inspired by the Kunio-kun franchise (most known for the NES game "River City Ransom") and by media featuring Japanese Delinquents in general. Imagine a turn-based multiplayer version of River City Ransom and you aren't too far away from what this game intends to be.

This is also the first FEF I GM so please be patient with me.

Spoiler: Who are the Player Characters? (click to show/hide)

Simply put: The characters are Second- or Third-Years that, for one reason or another, either got attracted to the Souban's call for a new group of delinquents or became part of it by a mix of chance and excitement. For some reason, he accepts even those that don't have the greatest record of brawling on the streets. Heck, you don't even need to be a man or from Kishibe Senior High in the first place! No one really knows what the Souban is thinking, but he is known as a man who always has a plan.

Since most important characters in the game will be in Senior High, they will be around the age range of 16 to 18. These not-quite-adults-yet are often delinquents who, in several cases, are no strangers to tobacco, alcohol, reading gravure magazines "for the articles", and both taking and delivering a beating. I will not glorify this. I do not recommend or condone real-life teenagers to do these things. The game's overall tone is intended to be somewhat comedic and outright unrealistic at times with characters being larger-than-life (not unlike River City Ransom) and the usage of such substances and actions are only for the purpose of selling the fact that the involved characters are delinquents. Expect such stuff to appear but not be the main focus of any scene.

The game uses Player's Handbook Version 2.3.2 as its rule basis, with player characters beginning as Trainees. The following notes and changes apply here:

Spoiler: Fluff Adjustments (click to show/hide)

• Classes are "Ways", so someone with an Archer class would "follow the Way of the Archer".
• "Magic" is tongue-in-cheek slang to refer to be able to make precise strikes or verbal comments that attack the opponent's psyche until they rage so hard that they can be knocked out with a single hit.
• Weapons and items are "Fighting Styles". Durability represents how often it can be used before getting exhausted, broken or whatever, depending on what it represents. See below.
• When acquiring a weapon or item, give it any kind of name as you see fit, then write its source in brackets behind it. For example, "Wooden Sword (Iron Sword)", "Oni Haymaker (Steel Axe)", "Art of Trash-Talking (Arcfire)", "Pack of Cigarettes (Heal)", "Onigiri (Vulnerary)".
• Inventory is both physical inventory and the character's short-term memory for stuff like unarmed fighting styles, ways to taunt opponents and pep talks for allies. The rush of combat doesn't allow for complex stuff to be stored in your brain, so live with it (and figure it out yourself how "trading" works with immaterial "items", make it symbolic)
  
• As a general rule, no bladed weapons allowed (you're a Yankii, not a high-profile criminal). Go unarmed, use blunt weapons, or utilize your wits.

A big thanks to Elf for creating and allowing me to use Threat Attacks and Life Points.

• Threat Attacks: Powerful attacks that hit multiple tiles, prepared at the end of the enemy's turn and automatically executed at the start of Enemy Phase without costing the attacker's turn. Threat Attacks are prepared by marking the affected area with red squares over the tiles.
• Life Points: Certain enemies will have Life Points, which allow them to be healed completely upon being reduced to 0 HP at the cost of that point. Life Point expenditure cancels all Threat Attacks launched by the wielder that have yet to land.

New Action: Pick Up
Can only be used while there is free inventory space. You gain a random single-use weapon with a Rank equal to your highest non-Subcategory Weapon Skill. You can use it no matter what type of weapon it is, but you don't profit from Subcategory bonuses for it. It cannot be traded and ending the chapter or using Pick Up again automatically discards it.

New Rule: Sidescroller
Unless stated otherwise, vertical spaces count as two tiles for the purpose of movement and determining range. This is a stupid rule for a turn-based game.

Bio: The classic church girl raised by her scarred old grandfather, her parents died at a ypung age. She has been raised to be rather accepting of others, though not to the point you aren't willing to knock some sense into people. This mostly explains why she sought to join the Souban, figuring that being able to bring order to the rest of the city she could solve others problems and help them on their way to the light. Jesus did not help the rich but the poor and downtrodden, the honest workers. While He did not reject them, neither did he tolerate unjust actions pushed upon the outcast. So to those who don't feel like going to church, she will try to guide them.

Her grandfather is a scary looking man, with his own views on the bible. While he has down his best to raise his son's girl, quite a bit of his attitudes have seeped into her. She doesn't really have any close friends at school, and isn't an honor student. One can place this as just an attempt to make some friends among a different clique, or a spot of teenage rebellion.

Bio:
Born on the wrong side of the tracks to a mother working as a hostess and an unknown father, Azusa had it rough early in life, given how difficult life is for a single mother working an unglamorous job. Between the life of a hostess and being a single mother, it was difficult for Azusa's mother to afford sending her to school, but that she did anyway with all the best intentions, hoping her daughter would go one day go and get herself a better life than she ever had. Of course, Azusa was rather ill-behaved in school, going around and roughing up bullies and bigger kids who thought they could push around the small poor girl from the wrong side of the tracks, even as she grew up. She gained a reputation for picking fights; either because they thought the delicate-looking girl wouldn't rise to their provocations, or because they'd picked on someone smaller than them and got a lashing.

This spread to the point that, eventually, gossip on the streets labelled Azusa as the 'Angel-Faced Demon', so-named for the fact that most gangster wannabes would find themselves chucked into nearby garbage receptacles if they were foolish enough to cross her. For her part, Azusa didn't go around seeking fights, but between her lacksadaiscal attitude towards school and her code of justice, it was hard. This streak continued when she began attending Kishibe Senior High, with the whispers of the Angel-Faced Demon following her there. The teachers at Kishibe, when they saw her, were rather exasperated as they had to inform her that beating up bullies wasn't the best way to deal with them. Azusa was eventually discovered by a talent scout for a certain agency when she, singing some karaoke with some friends, was found to have potential and a unique look, to boot. When offered an audition as an idol, Azusa decided to take the offer for monetary reasons; after all, what better way to pay her mother back than to work as an idol and earn big money?

Azusa went into training almost immediately for an up-and-coming act called Chilli Peppers. Azusa found it hard to fit in; after all, she was a rough-and-tumble girl despite her looks, not some goody-two-shoes. Despite this, however, the agency built an image up about her; a girl from the wrong side of the tracks, rising up, was the perfect story to sell to an adoring fanbase. She formed a close relationship with her fellows, Molly Nishikino and Rina Aiza, treating them as almost sisters.

Their first single was a hit, despite all the skepticism by their higher-ups due to Azusa's history, and Chilli Peppers was poised to take the idol scene by storm; T-shirts, figures and merchandise sold out handily. Talks of performing at the Budokan were heard. Azusa chafed in the spotlight, however; she figured a sukeban wasn't made for the spotlight and all the restrictions and pressures that came with it. Regardless, she took her fellow idols under her wing, protecting them. As a sukeban and as an idol, Azusa had the image of a protective, fiery older sister figure. The irony of a lot of her photo-shoots trying to make Azusa look like a stereotypical sukeban was not lost on her.

Then, tragedy struck. Molly was put in the hospital with a broken leg. When Azusa rushed to her side, watching out for her sister idols, she found out exactly what had happened; a wannabe delinquent from Kishibe High- Azusa's home turf- had approached Molly as a fan before attempting to rob her, and broke her leg in the ensuing scuffle before running off with her wallet. The agency, of course, tried to do things their way, and failed; Kishibe High's students being who they were, they closed ranks rather than rat out one of their own. Her friend was thus left without the perpetrator being brought to justice.

Their mistake was assuming that Azusa Kumon would let them get away with it, her image be damned.

Coming back to her home turf, Azusa, having been away for a few months (after all, idol training wasn't amenable to roughing up idiots), found out about the Souban's retirement and the ensuing chaos, with everyone wanting a piece of his old turf. Realising an opportunity had opened, Azusa immediately sought out the retiring Souban. The streets of Kishibe had been her home even longer than his, after all, and if casting her lot in with him let her find the fool who beat her friend up and put her in the hospital, so be it. Some fool had wrote a cheque his body couldn't cash and the Angel-Faced Demon, former terror of Kishibe, was coming to collect.

Bio: In a stranger's eyes, Kenji Yoshino might appear to be an ideal student. Strolling the corridors of Kishibe Senior High with his head held high, a slight smile almost permanently on his face, and bearing the badge of a class president to boot, one might assume him to be a model product of the education system.

This casual observer would be...not wrong, exactly, but not correct either. In point of fact, Kenji has spent much of his school years as a Yankii. He grew up watching his older brother embrace the delinquent life wholeheartedly, and followed in his bro's footsteps to become the terror of his middle school. Despite his activities, Kenji's grades were good enough to go to high school where he fully intended to carry on as he had before.

It wasn't until he was halfway through his first year at Kishibe that things began to change for Kenji. His older brother, at this point a hardened hooligan without any legitimate prospects, wound up as muscle for a local crime syndicate. The syndicate got itself involved in a turf war with a larger group, and was swiftly eliminated. Kenji's brother did not survive the purge. Kenji himself was driven into a grief-fueled rampage that very nearly got him expelled from high school before a school counselor intervened.

Under the counselor's guidance, Kenji slowly turned his life around. While he never entirely gave up on fighting or indulging in the occasional vice, he stopped launching unprovoked attacks on fellow students and began to pay more attention in class. Moreover, he began making efforts to curb the excesses that his fellow delinquents would sometimes engage in; stopping bullies from beating on younger students, confiscating and destroying hard drugs, things of that nature. Kenji believed that eliminating delinquency was impossible, but it could be moderated to be less destructive both to ordinary schoolgoers as well as the delinquents themselves.

Perhaps his efforts have borne some fruit. Gradually, some of the Kishiben students began to grant Kenji a grudging sort of respect for his personal code of conduct and his slowly improving academic scores. At the start of his third year, Kenji was elected President of class 3-F by a comfortable margin; a fine honor that has only motivated the long-time Yankii to continue his work.

With the delinquent subculture at KSH about to be turned upside down by the Souban's actions, Kenji Yoshino is ready to step into the fray and do what he must to ensure that his class' trust was not misplaced.

Bio: Since a young age, Susumu was never one for sports - often trying to weasel his way out of P.E. classes. He wouldn’t be like the muscleheads who were always shaking him down or forcing him to do errands.

    At least, that’s what he thought. But as time passed, Susumu soon grew to despise his role as a wallet/errand boy - and soon regretted not doing what he could to stand up for himself. In a desperate attempt to be someone cool enough to avoid getting bullied, Susumu started cutting classes. Mouthing off at his teachers. Listening to a lot of punk rock - or, at least, what he thought was punk rock. Naturally, this did nothing but give people more things to mock him about, as Susumu became known as a tryhard. Sickened by both his bullies and his own weakness, Susumu caught wind of a ‘Souban’ who might be able to help him get stronger...

Bio: A second year student hailing from a distant relation of a particular noble clan, Satō joined the Souban's group for one very good reason: To claim what could be her final victory over Yuka, the 'hated' rival she's had since middle school, before she moved away. She had planned on making the citywide interschool the kendo tournament her rival's big send off, but things don't always go as planned, as her rival would learn. After a short walk home the night before instead turned into a long trip to the hospital, after her arm was broken by a group of delinquents from Kishibe High. Which neatly prevented her from so much as showing up in the tournament's audience to witness Satō's inevitable victory.

Finding herself robbed of a once in a lifetime chance to force her rival to finally admit her superiority, and perhaps a little concerned by the incident, Satō quickly leapt to answer the Souban's call. Not to avenge her rival of course, but to find the delinquents who had dared to slight her, and to show them the true meaning of her noble lineage, by beating the crap out of them. Of course, she doesn't know much about street fights, or delinquency either, but she's perfectly willing to learn!. After all, all members of nobility, no matter how minor, are expected to excel at everything they put their minds to. And if she needs to become a delinquent street fighter to triumph over her rival, then she will become the very top of delinquent street fighting,  as is right and proper.

Bio: Ryuuji Kurenai is a son and a possible successor of a local Bajiquan dojo master, from a family hailing from Hong Kong, and a second-year student at Kishibe Senior High. An average student, although somewhat intelligent, yet still notorious for being often involved in brawls.

Recently, Ryuuji's father was soundly beat by some ruffians, and the dojo's signboard stolen, in an open act of dojo conquer... while Ryuuji couldn't manage to directly identify who has done it, he heard that the leader of the attackers was one of the recently disbanded Kishibe Senior's Souban personal guard. Knowing about the guy - and guessing that he propably wouldn't condone this attack - Ryuuji joined the Souban as his student, in hopes of having a chance of encountering the dojo's conqueror, to avenge his father's defeat and reclaim the signboard.

Bio: Even from a young age, Tatsuya dreamed big - and often. When he was three, he wanted to be a noble samurai, like in the stories his father told him before bed. When he was five, he wanted to be a hero like in the sentai shows he watched on TV, and protect justice. By ten, he had fallen in love with the sport of baseball, and his goal was now a more attainable if still improbable one: become the most famous baseball player in Japan.

Of course, in the Kishibe area, life isn't easy - especially for a child who feels the need to stand up not only for himself, but for others too. Although never a delinquent himself, he found himself in fights constantly to protect people from being bullied, and he got pretty handy at wielding his bat both on and off the diamond. This state of affairs lasted until his first year of high school, at which point a new king arose from the delinquents. He kept them more in-line, and Tatsuya was able to finally put his mind fully on the game... for about a year.

For an unknown reason, the souban disbanded his gang and called for new recruits, with the promise to make them each as strong as he was. Tatsuya couldn't resist that offer. Things had been peaceful and he aimed to keep them that way. If he had to raise his bat in the service of this man to achieve that, then he was going to swing for the fences.

Bio: Looking back, Haruhi's first mistake was that she was born a girl. Her father was a Banchou back in the day. King of the streets and Men of men. He had expected that any children that he had to be able to live up to his ambitions and become just as manly himself. He expected a son and got a daughter. To say that he was disappointed was an understatement.

And she'd always felt it. She saw it in the way her father never looked at her. Never treated her the same as any of her brothers. Never loved. Never held. Never praised. It almost seemed like in her father's eyes, she never existed.

This neglect only fed a never-ending wave of anger and self-loathing in Haruhi. And a desire to be strong. Stronger than anything. Strong enough to have her father look at her. But she never knew how to direct that anger and that desire to be strong. She would often rise up to any challenge. Real or imagined. Any perceived slight was responded to with the fist.

This quickly gave her the reputation of a bully. Someone who would happily use her strength to patch wounds to her own pride. And yet she wasn't without her own sense of justice, being just as quick to jump to the aid of friends and those she perceived as the downtrodden. In essence, she would do anything if it meant being able to face strong opponents and get stronger. So, it was natural that in her endless pursuit of strength that she would sniff out rumours of the Souban, the Banchou of Banchous. Men of men. Strongest of the strong.

Sounded like a challenge to her ears. Never fear. "What doesn't kill you can only make you stronger."

She will be the strongest of the Kishibe High area. Maybe then, her father will finally look at her...

Bio: Back in his day, years before the Souban rose to power, Nonoka's father was considered one of the more powerful delinquent bosses in the Kishibe Senior High area. His downfall was Nonoka herself - with her birth and her mother's death in an accident a year afterwards, her father retired, much to the dismay of his friends and rivals. In truth, as close as she is to her father, Nonoka has never dared ask how he felt about his retirement, then or now.

What her father has admitted is that he had once hoped for a son. Even if he had been unable to become the strongest of them all, he had hoped that his son could achieve such a thing. Nonoka had been young at the time, but she recognized her father's dream, and that he had gotten her instead.

It wasn't really her gender that was the problem. When she was born, the doctors diagnosed her with a minor genetic blood condition. She has always been weaker than she'd like as a result; when she was much younger, she even once fell ill and had to be rushed to the hospital for a blood transfusion due to the combination of the illness and her existing condition. Though there hasn't been a serious issue since, from time to time she still has to stop to catch her breath.

Even if she wasn't what her father had once wanted, they only had each other. The two of them were always close. Her father was away much of the time because he was working a thankless job as a salaryman, but they made the most of the time they had, whether it was cooking, cleaning, meeting her father's old contacts from his delinquent days, or anything else. They were far from rich but they got by, and when she grew old enough Nonoka began working where she could, taking delivery jobs from newspapers to packages to the occasional grocery run for a neighbor. She rented a bicycle at first, but on her fifteenth birthday her father surprised her with a bicycle of her own. With her condition, physical activity was not always the easiest, but it was times when she was on her bike that she seemed the most alive.

Nonoka never forgot her father's dream. She ran with delinquents through her middle school days, supplying them with alcohol and other goods through her father's contacts and becoming surprisingly popular among them as a result, though she never fought much at all and she was often busy with her part-time jobs. Her father's former reputation was never part of it, long since lost to legend.

It's now in her second year of high school that the pieces have fallen into place for her. Delinquents rise and fall, but the Souban renouncing his old crew is something special. Her jobs are winding down. Her father even recently gained a promotion.

Her father might not have a son, but he still has her - and though her father hasn't spoken about his dream in years now, she doesn't intend on letting it die. That's why she intends to seek out the Souban, pitch in to help, and see what his rebirth is all about. Consider it work experience.

A promising start so far, I can dig the implied concept. As for "Burdens of Leadership", what exactly counts as "not attacking others"? Is it based on if they have the capability of dealing harm, or only after they attempted to hit someone someone the first time in the current map? Must it be regular attacks/Threat Attacks, or does it include counter-attacks? Does it include ailment-inducing staves?

I don't think there'll be too much overlap with Azusa regarding the basic concept, so I'll look forward to the app.
