I don't see any issue with this; it's not like there's secret knowledge in this game.

Leadership change! Restalin Renaz has taken over the Vlosavi Principality in a coup. The previous leader has been executed in a grand ceremony, and Dictator Renaz promises that they will make great strides in overtaking the invading forces and pushing deep into their country. The orange star of the Revived Principality flies high.

Your deployment orders are invalid. 38 would require a HQ to be able to deploy two armies there (Capital + HQ) and 31 would require Mass Production first to deploy 2 Armies per HQ.
