After looking at things again, it appears that it is possible in English in certain circumstances , but is not required (or even possible in others).  There are, however, other languages where it’s required.

Interesting, however Wikipedia says absolutely nothing about it being used in Russian (nor in Urdu for that matter).  As I believe most people will be using Wikipedia (and not scouring the web for obscure academic papers), I’ve elected to give the answer I gave above.  You could, of course, edit the wikipedia…
