Only one workshop being used for some orders

I can't figure this one out. Across multiple plays I find that when I set orders through the manager, only one dwarf at 1one workshop will start working on the orders.

No issues with permissions or forbidden workshops. No overlapping laboyrs.

Usually happens with carpentry work orders. I have 3 carpenters, 1 working on orders and 2 idling . Nothing to do with linked stockpiles either

"Across multiple plays", does this mean you started different forts and this happens?

Usually that problem means you set some of your workshops to ignore general work orders, or that you limited a specific job to use a maximum amount of workshops. You could do either of these accidentally, but it is not likely to happen across multiple forts.

If you defined the order at a specific workshop, only that workshop will be used. You need to use the generic work order menu from the jobs screen.

yeah. use the "j" --> "m" screen for fortress-wide work orders

Perhaps ypu pressed enter and typed a number, trying to set the production?
Instead this would limit the number of workshops used to the number typed.
