There are plenty of international agreements governing the Moon.
The nations that made the agreements are on Earth.
Enforcement however is .. debatable.

Summary: If China breaks the Moon, the other Countries will send a bill (or in the case of the US, renegotiate their debt in the favor of the US).

I don't think the Chinese are going to be able to break the moon, or for that matter successfully drill to its c

Their equipment will probably fail hours after landing. But it might get the US government to take lunar exploration more seriously
