Since the revision above was Simple, we may want to aim a little higher. Here's a more involved version (but not including digital databases or anything of the kind).

All those who wish to enter our country need to obtain a Visa at one of our Embassies. This consists of a background check, some monetary compensation and answering a battery of questions about their visit (including who sponsored them, what they'll be doing, when they're travelling, where they're going, and why they're doing it). The biometric data included on an ID card are recorded, too.
Foreign Nationals must ensure they can present their papers when requested, or face deportation. If any nefarious individuals are discovered, their visa details allow us to identify them and possibly also those who have aided in their entry to our great Union.

Herring-Class Destroyer Nidhogg Powerplant Upgrade
The Nidhogg powerplant uses a Caelian Brass alloy cylinder to "absorb" gravity along it's volume (imperfections in the absorption cleansing this does not render the powerplant weightless) and generate electrical power, modulated by a Caelium control rod. Emergency shutdown is achieved by pressing the control rod into the cylinder, and restarting the powerplant requires power to be run through it from the main battery. The benefits for using the nidhogg include removing the logistical and space requirements of fuel from the Herring, as well as allowing it to use more electrically intensive hardware, though currently the only boost there is a modest speed increase and allowing it to maintain the more intensive speeds for longer.

Visas and Permits The Sequel is Very Easy. It's a few common sense additions to a process you've already got going.
Nidhogg is going to be a firm Impossible for a while for GM reasoning: no way in hell is the first thing I let you guys do with caelium gonna be something firmly within the realm of gavrilium (as in making it a power source). That's boring and against the spirit of the whole reason why you two got separate resources. Maybe later on down the line I might feel more merciful about it.

This is a design
Chez-30 Machinepistol
The Chez-30 is a discrete looking black select-fire pistol chambered in 7×28mm Valkria, a surprisingly powerful round common in North Harren. When set to automatic it fires at 600 rpm and comes with 20 and 30 round magazines.
Primarily intended for issue to guards and plainclothes officers, it will make its way into military service sooner rather than later.

UNSA Model 1946 "Modean" Gravity-Assisted Rifle
The Modean is a modified Median with a spiral of a special aligned Caelium alloy, which apparently has been Prometheum after some children's novel (i don't get it either but apparently it was real moving,) wrapped around the barrel. When the supplied battery pack is turned on (if you're in a firefight it should be,) the gravitational pull of the Prometheum spiral increases muzzle velocity by about 40% and has a small positive effect on accuracy. This naturally improves the effect on target and makes hitting targets at longer ranges much easier.

As a revision with no prior caelium work doing the caelium penetrators on a wide scale is a little out of scope, but would be very possible as a revision for a single weapon system or caliber of ammunition at this point (experience goes far). I will note though that “shock triggered reagent” changing caelium to a heavy state is a bit vague. While how something works can be fluffed up a bit, the reactions are the one thing I actually want to keep reliably persistent. Even if it’s something like a capsule of lemon juice that changes caelium when they go under said shock triggering.

Same issue with the modean. “Caelium alloy” only tells me half of what I need to know (at best). I also will outright refuse to accept a caelium variant being named anything in reference to or based upon the the other teams resource utilized in previous games. It’s a lot more fun for everyone if updating doesn’t require I beg for the Queen’s Mercy. Once that’s fixed I’d say it’s Hard so long as you don’t meme the alloy.

Revision Phase

Proposal: "Dallas" Sportsman Carbine
Difficulty: Easy
Result: (3+1)+1=5, Below Average

The Dallas is a rifle made for the average hunter and fills that role nicely. Shorter than the rifle that "inspired" it and sold in civilian markets with a smaller 5-round magazine, the Dallas ends up slightly lighter and easier to wield than the Median. To aid hunters in positively identifying and targeting game, each rifle comes with a 2x mildot scope that can be attached to a top rail. The reduced length of the barrel affects accuracy at range more than desired, offset slightly thanks to the provided scope functioning as intended. This means effective range for the Dallas is equal to the Median at 600m.

The weapon is susceptible to jamming and malfunctions outside of favorable conditions, but easy enough to clean and clear in the low-intensity environment of game hunting.

The "Dallas" Sportsman Carbine costs 2 Ore and 2 Wood, making it (CHEAP).


Proposal: Visas and Permits, Biometrics Revision
Difficulty: Very Easy
Result: (3+1)+2=6, Average

Knowing what someone is doing and why is fine and all, but it's equally important that the person is who they say they are. Although it slows down the application process slightly, the eye and hair color of every applicant for access to the Fortress-City is logged and copied. Right hand fingerprints are also collected, and each applicant's file is distributed to a number of governmental and law enforcement for slight ease of access. All of this information is referenced on their visas in shorthand - three letters describing hair and eye color, and numerical codes for fingerprints. Checkpoints and law enforcement officers can access Police Call Boxes positioned around the UNSA District to contact an operator and get in touch with an Archivist that can access and verify identities based on the information on the traveler's visa.

The verification process is slow due to the volume of people traveling into and out of the area and the amount of data needing to be combed through (and there's no guarantee the Archivist is well-organized), but increases the difficulty of accurately forging papers for any...oppositional elements. Resource cost remains the same.

It is now the Strategy Phase. You can choose two places to take over on your half of the city, and beginning next turn you will be able to instead choose to purge enemy locations or defend your own. You will also be responsible for choosing a Resource to add to your pool and which of your controlled regions it will be placed in.

next turn will be our first designs in the context of active gameplay, makes sense to get our research credits down; what does having sabotage credits matter if the enemy has research and advantage credits and we dont? this also applies vice versa

Anyway I'd rather pop some wood down than Caelium, as this will make our money briefcases cheap; otherwise ore or oil, helping in the long run even with our current armory and if we do shit like the notacessna shortly both. Just not reason to go hard on Caelium popping up yet, as if we DO make something with a lot of Caelium we can put it down that turn anyway.
