All I know about the holy roman empire is that they weren't Roman, nor particularly holy, and I'm not sure about their empire status either.

The Holy Roman Empire was like most countries at the time, divided by feudalism in to very little lands. The ruler of the Holy Roman Empire had actually surprisingly little power, since it was all based on loyalty. In fact, England and France had heaps of trouble with feudalism too.
But for one thing, they did not suck. They created the Teutonic Knights, one heck of a powerful force who would have surely dominated eastern Europe if Poland, Lithuania and Novgorod wouldn't have teamed up. And they also got pretty close to dominating the Italian states.
