Well, you can already raid prisons and release the prisoners, then recruit them.  But their stats aren't really anything to write home about, so there's not a lot of point.  And, as I think I mentioned in another thread, some appear to be under the delusion that they're not criminals after all, since they respond to the 'police' issue with "only criminals need to fear the police".  :D

Random cool thing: You can date writhing masses! And mutants! Also, being able to recruit locked-up bank robbers with super good disguise, stealth and security skills would be nice. Then, with teaching improvements, we could have a squad of mini-Sam Fishers.  :D

I think you can still date guard dogs. AFAIK, only thing it'll really stop you from is trying to date child workers.

Can you date a conservative guard dog, then kidnap it, interrogate about the map of its home location and make liberal enough to have a _sleeper_ dog?    ;)

Edit: Even better - can you date a dog to love-slave, recruit some liberals with it, build up its juice and eventually organise a dog to be the leader of LCS?   :p

CCS. Canine Crime Squad.  The ability for dogs to talk must be a result of the horrific genetic experiments they do.

Alternative use of the acronym CCS: Conservative Crime Squad. Started several months after the LCS hits the news, they start making the news for hits on locations like the Gay Bar and the ACLU Headquarters. Eventually, during a stroll at the Latte Stand, the LCS spots a CCS Member and opens fire. A bullet in each arm, the CCS member babbles mindlessly as the LCS agents drag him off to an uncertain fate. Interrogation is productive. The LCS gains information on the secret, previously unknown Enemy Safehouse: the Desert Eagle Bar & Grill. Hitting it hard with a squad of their best fighters, the LCS manages to shut the safehouse down, temporarily silencing their Conservative rivals...

Two things I thought of when I read this:

1. If you can snatch members of the Conservative Crime Squad, they ought to be able to do something similar to your members (a semi-related thought is that there should be some risk of moles being placed in your organization, either through Conservative kidnapping + brainwashing of your regular members, or by sending people who have enough Disguise and Persuasion skill to hide their true Conservative nature).

2. A Moderate Crime Squad, to balance things out, and open up the possibility of teaming up either with them against the Conservative Crime Squad or possibly in a True Neutral state against them with the Conservative Crime Squad (war can make for strange bedfellows...   ;)).  This particular group would probably only be most active when the country appeared to be close to either an ultra-liberal paradise OR reaganizing.

Moderate Crime Squad needs a better name.

Also, perhaps minor groups could occasionally make the news as well.  They could be ideological allies or anything else under the sun (or above it -- UFO cults?).  Not groups you compete with but that give public opinion a nudge in different directions once in a while, with appropriate news stories (the way random news stories occur already, just flavored).

Potential bonus points:  "Nooobody expects the Spanish Inquisition!"

Moderate Crime Squad -> actually forces from the military coup designed to restore the proper moderate balance in government and save the country from violent terrorist factions that have attacked and destroyed the nation's peaceful democratic traditions? They'd first impose checkpoints that would make getting between places in the city difficult, then start adjusting laws to restore order (granting additional police powers, restricting guns heavily, stigmatizing speech), reverse a few laws, and then finally schedule new elections. But before the elections roll around, they'd crush the Conservative Crime Squad, dragging the CCS leader to a public trial and sentencing them to life in prison, and then... they'd go after you.

Your job is fan enough public anger that they are unable to focus on wiping out your safehouses as they have to deal with the wide public unrest, and utilize the coup to rally everyone around the emerging Elite Liberal Firebrand candidate to win a landslide in the scheduled elections, soundly convincing the beleaguered military commanders to give up on their ideals and surrender to the public will, resigning and allowing the Justly Elected Elite Liberal civilian government to reassert control over the country (and pardon everyone in the LCS as heroes who saved democracy, plus pass the "win the game" amendment).

Not what I was thinking, but it probably fits the game better and it sounds just as if not more fun than what I had in mind.
