Your chances go up if you have a lot of people there. If you're just stashing your founder there alone, it's very low. Of course, I've been burned by this strategy by having my founder hiding out in an apartment alone, with no bodyguards, when corporate mercenaries showed up.

lol, later in the game I keep my found in an apartment with an ak47(and bodygaurds) with ak47s. Noone notices ;D(considering there are OVER NINE THOUUUUSAAAAAAND conservitives in there)
