I'm not sure if it's meant to be like this, but in case it isn't, I have noticed that even when I have everything Elite Liberal in the Polls, and no Conservatives get elected to the house, and that's Elite, the Senate is always moderate. About equal numbers of Conservatives and Liberals.

Only 1/3rd of the Senate is up every 2 years, because their terms are 6 years (unlike the 2 year terms of House Reps).  That might cause a 6 year lag before you are victorious.
