Sleeper leader

So, my leader was killed trying to singlehandedly fight off a siege. Next day, I see a message saying that my new leader is Steven Wallace. One of my sleepers. With 950 juice.
Is it normal or it's a bug?
[Edit] Also, I had a message "Cops have raided <foo>, an unoccupied safehouse". The thing is, the <foo> was actually an occupied safehouse, and in fact the very same one they were sieging at the time[/Edit]

It's a bug, and it probably has to do with newspaper publishing. Publishing special editions gives everybody in the LCS juice. Since your sleeper is in the LCS, your sleeper got juice. Since your sleeper had enough juice, your sleeper is now the leader. That shouldn't ever be possible, and the sleeper shouldn't ever get juice.
