Rather than using [METAL_ORE:whatever], add [REACTION_CLASS:GRAVEL]. Then you only need to make one reaction to make the flour, with [REAGENT:1:REACTION_CLASS:GRAVEL], and it's up to you whether it requires [FUEL] or not.
