Enlist everyone into the same squad as your weapon-wielding champions and have them carry no weapons or armor. Put them off-duty. When satisfied, release the cadavers from service.

I am perhaps the most successful troll ever because even though I do not troll others I troll myself successfully... and there are no rules against trolling yourself.
