Is there any way to change water in to blood?

And if there is will the dwarfs still drink it?

Liquids (like water, magma) and gases (like smoke, miasma) are hard-coded substances, unfortunately.  However, since "water" and "blood" are both five letter words, one might try to search and replace all occurrences of the former with the latter in the executable file, using a hex editor or some similar program.  Additionally, if one were sufficiently resourceful, one might even be able to find the location(s) in the executable that determined the color of water, and change those values as well.  That later process might be rather difficult, though.  I suspect a decent level of experience with raw assembly, something I certainly don't possess, would be highly useful.

You can fill the water with blood after embarking using Tweak, but I'm not sure if it'll stay bloodied if it's a river or brook.

On the other hand, you could always do it the more dwarfy way and just execute a bunch of goblin prisoners via a long drop onto some grates over the water...

Short answer: No, there isn't.
Long answer: Nooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooo.
Dwarf Fortress answer: No, but only because Toady hasn't implemented that yet.

So, yeah.
(Magma is better anyways)

Just imagine throwing an elf into a pool full of splinters. Ooooooooh the irony.

Or vomit, you cant go wrong with a niiiiiiiiiice pool of vomit to dump those stupid goblins in.

Not kobolds though. i like them. (i feel a complete wanker, though, as once, i drafted a mason next to a thief, the tosser ripped the poor bastard's arms off!)

I was thinking on this very issue a while back, and it occurred to me that one could modify the color values in the init.txt file to make the water red.  I believe that most of the collateral damage would be to the colors of creatures, so getting a good graphics set would mitigate any confusion about your fisherdwarves and crafters looking like children and mechanics.  The only other side effects that I can come up with would be that a very few stones would now be red, which might not be a bad thing.

Of course, the dorfs would still call it water, but they never were that smart.

I support killing lots of things in it. Or designating a grated moat as a animal pit. From high up. I love blood as it interacts with the water flow, with whatever-chunks floating in it.

But have a different water source, Dwarves won't drink bloody water

Pfft, you people are so silly!  All you need to do is hold your staff over the nearest river and all the water in the kingdom will turn to blood.
