I have an idea.  Currently both the event and the random acts of disobedience involve abortion doctors being killed.  In real life, this might work, but as you say, in this game killing your opponents makes you more respected.  So how about changing the act of disobedience to "Posted horrifying photos of back street abortion clinic" and the event to "Woman dies after backstreet/ self performed abortion".  That might make more sense.
