What's the good way to raise weapon skills?

I've been trying to sneak attack these conservative sites, but then my action would increase too much juice that it ends up causing the SWAT team to crush me.

Any tips would be appreciated :)

Buy a lot of M4s and go slaughter the the outer city buildings, you could also influence the issues.

Hasn't got that much to do with juice, just your inability to get out of there when you should (presuming you're talking about on-site SWAT, not raiding swat). If your base is getting raided, your team has been killing too many people, or committing too many acts of terrorism. You ought to have your guys switch safehouses regularly if they're violent/extreme in their actions.

No M4s in the world will save you if you're up against a SWAT team. You need people with HIGH SKILLS in rifle. Otherwise you're dead. Also you'd need bodyarmor and a getaway car with a talented driver.

If by "good" you mean "safe", recruit (or "recruit") mercenaries, soldiers, or agents with high weapon skills, and have them train your people.

This doesn't go too well at all. I manage to kidnap the agent and train the wep skills up to around 9 max. After that if I try to gain skill by shooting the conservatives, I would end up getting hunted down nonstop until I accidently press wait without moving my men out of the safe house.
