Is there a way to make members of a squad work together on stealing cars and such?

No, but stealing cars isn't that hard. Have them all work on lockpick, should make it a lot easier. Plus, get them some juice. Helps a lot if you have to run away.

Then again, if you set 90 recruits to steal cars, at least 2 of them are going to succeed...
