Claimed Actions?

Whatever happened to claiming actions?

I seem to recall it being there before...

My poor hooker squad got a news paper article written about them because they beat up a teenager in the crack houses. This would make sense if I claimed the action, but seems sort of odd if I hadn't... but I can't find where the claimed/unclaimed actions went.

Are they gone?

I think Jonathan removed the whole "stealth/claimed" thing from the game in 4.00.x.
