Cancels give water: no water source

Why doesn't dwarves use a river as a watersource? I'm guessing they have emptied every single pond on the map now. I haven't designated any water zone on the river, but this shouldn't matter, right? That haven't stopped them from getting water from everywhere else.

If you have your [o]rders set to zone-only drinking, dwarves will only take water from specified water sources.

tefalo:
It's set to prefer zone drinking.
