Leslie Fish (who wrote the lyrics) is American, actually.  I think it's supposed to be funny, but based on other stuff she wrote...  I think it's also honestly reminding people about how great Sputnik was?

She wrote a whole album about space science fiction, and one of the songs has American and Russian ghosts coming together to save a crashed pilot on the moon:

I have actually heard about this album, but I only listened a few songs from the end and particularly liked Sam Jones.
I never got around to listen it in its entiriety, might as well do that now, I guess.
