Now that it's the first ten seconds of this month, It's time for the unadulterated, unedited Wizard once more.

I always recommend Jonathan Strange & Mr Norrel, which while it is not exactly either of the things you asked for is about magicians during the Napoleonic Wars and that is awesome. Written as a pastiche of 19th century literature so it can sometimes get a bit... sturgy?

It begins pretty slowly, so if you do pick it up remember to at least read on until Jonathan Strange shows up. It picks up a lot after that.

Try Terra Ignota for period writing. Too Like the Lightning is the first book.

I found it at-times-difficult-to-read, but largely thought provoking.

Ishiguro's 'The remains of the day' - it's a romance with a backdrop of socio-political issues (or the other way around, maybe), so it's close. I don't think there's any thrills in it, but then again it's also extremely British, so they might have passed me unnoticed.
It's got some notable pedigrees, what with those Booker and Nobel prizes won by the author, but it's also just plain good.
