The Watcher's pro-town or pro-scum status is largely a function of a few things:
1) His tech. Aggro tech (Assassin bot, Mind Control Ray, arguably the Deadman Bomb) implies a much more pro-scum stance, I believe; he needs to reduce the rate of the deaths of scum, even at the cost of townie lives, but must also reduce the rate of townie deaths - it means he's going to attempt to keep the game running by eliminating killing roles, roles of which the scum has plenty and the town has few.
2) Whether he's willing and able to contact the scumteam. If he grabs a deadman bomb and a scanner and successfully gets in touch with the scum, he can blackmail them - kill at such a rate that the game lasts as long as necessary or he blows the lid on the scum he found.
3) Whether he is going to pay towards a town or scum victory. Reducing the rate of townie deaths a little, but not too much, is the best way the Watcher can win; ideally, the Watcher wants (so the game will last 8 days) an even split of townie and dopp deaths and fewer NKs, leading to...
4) The town's roles. Watchers will dislike PWVs and despise AWVs, but smiles upon investigation roles that can guide the town to killing scum.
In a typical scenario, I believe the Watcher turns out a little more pro-town, as he needs to slow the rate of townie deaths so scum can't hold the majority too soon. This is, however, reversed if the Watcher needs to eliminate townie killing roles - in such a situation, he becomes very pro-scum, as a major threat to them harms their condition greatly.
As for his win condition, that is generally pro-town, as he needs to prevent a scum majority and that requires reducing scum quantities and avoiding lynches of townies.
