It depends on the hospital. Some larger ones (especially Federal penitentiaries) include high-grade facilities--especially for stuff like disease containment.

Well, in real life, in the event that a suspect is apprehended that has injuries that can't be treated by the medical staff on hand at the police station (mind you, not the penitentiary - that comes later, as they technically haven't been sentenced for anything yet), they're taken to the hospital first under police escort. They'd stay there until they were judged to be in stable enough condition that they could be discharged.

If that were the case in-game, it would provide a window for the LCS to snatch them from the hospital, which would be guarded with a lot fewer weapons than the prison. This should incur the wrath of the authorities, of course - it's tantamount to breaking someone out of holding before trial. And medical staff should get pretty suspicious of a big group of people peeking into every operating room.

The problem is that Id like them to catch on.

Maybe create a secret hospital or Siege the hospital if you make a move.

It is really sad when for example you bust a member from prison just by opening the front door.

I don't know if it's what you meant, but that's a kind of cool idea, having the police launch a siege against a location you don't control in order to protect it from an LCS strike. You can't attack a location that's under siege, and it makes sense that if there's seven cop cars and a dozen street cops and a swat team already there and locking down the building that you're not going to be able to sneak in. You could call it "Under Lockdown" instead of Under Siege. Of course, if it's a hospital, there has to be a way to get in, or they won't be able to take patients -- perhaps it's a matter of making it through a background and weapons check at the front. It could start you out with an encounter with a dozen police of various types, and have it work similar to the bouncer, only with a lot of cops.

Considering private prisons and people considered without constitutional rights(immigrants)... Dirt cheap/non-existent medical support. 

They won't care if you die because the only people that would complain are getting deported and have no say.

You could steal medical files and/or take pictures of patients who are in horrible care.
Then print them in a Special Liberal Guardian Issue.

Side note: Every time a Liberal Guardian issue shows up when I play, Liberal guardian is replaced by a Black Space. I can still read the articles but the title and some spaces are just a black nothingness.
