Ah, okay, I thought I was mistaken for a moment.
Here is THE LIST OF EVERYTHING LCS RELATED. It's been gathering dust for awhile. I also have a massive changelog listing almost every bug fix and feature from dozens of releases, but it's even longer than this.
- More random political things to do on various sites
- News story mentions taking over the studio and doing a broadcast; get political points for doing so.
- A pet store, for buying guard dogs (which could help in raids and such)
- More types of cars to buy.
- A penthouse apartment or two.
- A blindness effect, for when someone gets old, or 1 or more eyes shot out. Specifically, combat messages about "shooting blindly" and totally random targets. Also, prohibit computer-based activities, like hacking.
- The ability to pickpocket. Put it under the talk menu.
- The option to bribe factions, reducing chances of raids, etc.
- Firing range, for training gun skills. Turns into a nature preserve at L+. (Note: Early SLA activity was stockpiling and training with guns, so this is pretty in-theme.)
- Martial arts school. Teaches sword skills and martial arts. Sells daisho (Oubliette does not).
- Revisit recruit cap system. Implement LCS-wide experience level and recruit caps. Split sleepers and standard recruits into separate caps. Include brainwashed and seduced in the recruit caps, leaving only the seduced independent cap.
- Allow recapture of lost LCS safehouses. Maybe only a problem with crack houses.
- Something is causing liberals to regrow legs.
- Animals already charged with treason??
- Animals should be permitted to make seduction attempts.
- Police officer turning liberal in a foot chase should abandon the chase.
- Don't charge for murder when attacked by non-government forces. Too covert.
- Replace selling brownies with selling contraceptives when gay rights and abortion are both C+. Mostly cosmetic, but the income formula should be disconnected from drug laws (with income fixed at the level it would be at C+ drug laws). A new crime would need to be added, maybe something generic like "crimes against social decency", so it can be reused in multiple places.

Really old (Toady One-era) development ideas follow. I've edited a few of them but most are direct from like, 2004. Some of the best and most ambitious ideas are here:
- Love slaves blow cover when lover becomes involved with the system, not by ratting you out, but by doing stupid lovestruck shit
- Change location names and do more with business fronts
- Add some more clubs, add bouncers
- Make dating more interesting (choice of venue, how fast to go, what to talk about)
- Allow you to give up to non-police, risk of being tortured depending on location
- People with negative juice should sometimes eat brownies instead of dealing them, and then do more stupid shit at random
- Add a day counter on hot cars, ways for skilled criminals to deal with hot cars, make people in them get pulled over, then you can have police beatings administered directly to pulled over lcs members instead of just being on the news
- Hospital condition and procedures described in much greater detail
- Need more things to publish, and more groups to offend (he he he, that's vague isn't it...)
- Ability to make lcs official uniform and symbol
- Ability to drag already-taken hostages along to sites for various reasons
- Make conversation with a gun to a hostage's head more interesting
- Ability to pistol-whip hostages (and have associated reasons for that)
- Wearing lcs associated attire could be illegal, and it doesn't just have to be your official uniform but stuff that's been used repeatedly in lcs operations, make wearing police uniform a crime
- Mental illnesses from the more fucked up indoctrinations and also as an effect of CIA interrogation/sieges
- Protests and riots
- Police lockers with riot gear, gas masks, gas during sieges, if times are really fucked up and conservative they could use mustard gas during sieges
- Opera houses, universities, construction sites, hotels (with associated valet lcs actions/uniforms), stadiums, fucked up basements in conservative houses, varied building sizes, elevators, hidden doors in places where it would make sense
- Sentencing to reeducation camp during fucked up times, ability to visit and rescue squad members and others from the camps
- Being about to post bail to get squad people (and random people) out of jail, jumping bail, having court dates that you can go to or not, various associated media stuff surrounding trials that can make it profitable to leave members in custody until the bitter end, but a downside would be having fucked up things happen in jail
- Keep track of surveys and do graphs
- Conventions, protests of these (WTO etc.), turnout can be based on public opinion in part
- Lots of evil constitutional amendments and an ability to view the current state of the constitution, conservatives can clarify portions of the bill of rights
- Legalization of human testing and then have human test subjects appear in the labs (criminals at first, etc.)
- Ability to file law suits, possibly have law suits filed against you
- Sleeper cops giving more information about raids, get updates on investigations from them, investigations relating specifically to your front business
- Effects of being caught with bloody/damaged clothes
- Make getwheelchair() more exciting
