Most modern routers will open ports automatically. Assuming your version of windows is vista or higher, this is likely a windows firewall problem. Just go to the Control panel, and find Windows Firewall under the System and Security tab. There, you have to allow programs to operate through Windows Firewall.

I had a remarkably similar problem a few months back. It turns out that my virus protection software had gone completely doolally, and while it was pretty generous in letting information into the PC, so MMO's worked, as did downloading files and suchlike, but as you've seen, any kind of outbound request was met by a adamant no.

In the end, I had to completely wipe any trace of the virus protection software from the system, and start from scratch.

Perhaps completely unconnected, but it certainly sounds the same issue as I had.
