Let's say a fire imp sets fire to the entire country side

is that enough for elves to declare war?

Fire tends to burn everything, except for trees. I believe.

Disregarding the 'where' of fire*, elves will only - ONLY wage war on you based on how you treat the elven caravan and occasional liason and the fullness of your wood stockpiles, unless they started the war in worldgen. There are a number of factors that go into it. I don't know if anyone besides Toady knows the exact criteria needed.

* Incidentally, fire won't move z-levels and only travels across grass, so it's difficult to set fire to 'the whole countyside' per se - you would need to chop every tree down and either embark on a perfectly flat area or get the imp to light up multiple z-levels of field.

also: how do i stop my draftees from training wrestling? i have them equip swords, shields, the works, but they train nothing else.

are any of them champions? I don't think they equip anything but what they're legendary with

It also might have to do with the preference of the squad leader, I think that what they decide to fight with can screw with the rest of the squad

normally it does work to have your wrestlers switch weapons, I know for a fact because I just made a couple of wrestlers switch to swords moments ago and started their training.

How are you having them change weapons etc.

Once they are above a certain skill level they will ignore any changes done on the character level (via  the 'soldiering and hunting section of the preferences screen).  however, even champions should respond to changes made in the weapons screen (m - w).
