I will put my EP into ferocity T1 military generation and than I will do:

5 from H14 go to I15
3 from G15 go to G13
3 from G17 go to H18
All in H16 Will research ferocity

If, say, I attack someone and he attacks me, who will invade the other's hex first?

Okay, say one guy abandons a hex, and another guy invades it. Will the guy abandon first, or will the other guy invade first? If the guy abandons first, his units are fine - but if the other guy invades first, his units have a chance of getting killed.

Mabye count the borders as a "hex" that take no turns to go over?

Yeah. The problem was the map. It's hard to keep track with a simple pnp approach, since I have to determine range and everything else. However, the system used to run it is pretty set in stone, with maybe a simple adjustment from religion to culture and a refinement of its use.
