It is indeed somewhat of a sandbox game.

The game presents challenges for you to overcome. There's still such a thing as cheating, and exploiting flaws or bugs in order to avoid facing the challenges head-on. It's still cheating, you're just cheating yourself.

I don't see how you could logically contend that all possible alterations of the RAWs fall into that category, so I disagree with those who state that modifying the RAWs is always cheating. They do exist for a purpose, after all.
