A "dark fortress" is a site built by a goblin civilisation. "human" means it was later conquered and taken over by humans. This can happen to just about any place that was run over by an enemy civ. I've seen a dwarven forest retreat in one world.

PS - yes, the conquest of the goblin site means the local goblins were incorporated into the human civ and are now citizens of that civilisation, with the same morals and access to all the positions within the culture that a born human would have. Dwarven civs conquering goblin sites will likewise absorb the conquered people, which can lead to goblin kings of dwarfs and the like.
