City States are just tiny countries that don't expand, I have heard. They can become powerful and have their own armies and diplomacy. Unlike barbarians, they sometimes ally with others and join them in war. They're kind of like the 'civilized' versions of the old barbarian cities.

Civ 5 threw out religion, prolly because of Jewish missionaries. You can still get to piety as a social project thing, but there is no real specific religion they follow.
