So I sent a squad to the Police Station, I talked to a conservative police officer and tried to persuade ( not seduce ) him, then he says something like "dont pretend your not human" ( didnt read carefully lol ) and when I returned to the same spot, I see a mutant and I can persuade

What just happened? ???

RNG just being random. Mutants exist, it's just fate that you met one there.

Actually I think it could've been the lot more common "Don't pretend animals are human." which may occur after trying to persuade by speaking about animal rights. I could be wrong...

You do know that when you leave an "ENCOUNTER", all the characters that you met there are pretty much gone forever (except in the case of successful seductions/persuasions, (r)eleasing prisoners/sweatshop workers, etc.)
It's not that you talked to a Police Officer that transformed into a mutant: what actually happened was you talked to a Police Officer who, upon your walking away from him or her, vanished forever into a black hole (assuming that you failed your "issues" check), and whose space was then magically re-occupied by a rather confused-looking mutant when you walked back.
