Yeah, Mutants are actually very good or horrible. Sometimes, they have 1 in each stat. Thats right, 1. Other times, they can be amazingly good. Its pretty darn awesome.

I suspect you've never tried doing many illegal things yet in your game. The second the CCS knows you're "active", they'll come down on you like the hammer of God.

Start with 40 attribute points. For each attribute type, subtract the minimum of 4 or whatever the base value for that creature type is. So for most creatures that have starting values of 1, this means they end up with 12 points to distribute between the attribute types up to a cap of 10 (before juice, by the way). These points are then randomly assigned to the attributes, with "opposite" attributes (heart for conservatives, wisdom for liberals) one seventh as likely as "favoured" attributes, and one quarter as likely as any other attributes. If an assignment would push the attribute above its cap, it is re-rolled. In practice this means the average attribute score is slightly less than five.
Wait, your math seems weird. Don't you mean that a creature with 1 minimum has 40-7=33 points to distribute? And isn't that an average of 40/7= 5.7? Or am I reading you wrongly?
Also, what happens to characters like Athletes? I'm pretty sure I've seen athletes whose base stats total up to more than 40. How does that work?
D'oh, you're totally right. I was mentally using some pointless function which took two arguments and returned the first regardless, like the c++ "," operator (except it returns the second I think). Note to self: minimum means minimum.

Many character types start with bases higher than 1. Athletes, for example, start with agility, strength and health of 8. This means they almost always have one or more of those at 10, and if they don't then they probably have heaps of points overall. 40 base points minus 4 stats at 1 and 3 stats at 8 leaves 24 points to distribute randomly.

I guess this means that mutants could have a base health as high as 60. Wow. That creature would practically live forever.

By the way, yoga instructors start with agility and health of 10 (strength of 4 as well). They are officially my favourite covert operatives ever. Dancers have the same stats, but don't have any teaching skill. Mathematicians have a minimum intelligence of 7 by the way, so they would probably make the best computer users. Child workers have a base heart of 8 (which is boosted while they're children anyway, so they probably start with around 12 points), hippies have a cap of 15. News anchors and radio personalities start with a charisma of 10 and wisdom of 8 (fantastic for soliciting donations or converting people I imagine). Agents start with 5 strength, 7 agility, 5 health, 4 intelligence and 5 wisdom - no wonder they kick ass. Psychologists start with 6 intelligence and 6 heart, doctors with 6 health, various military/police professions start with higher strength, health and agility, eminent scientists start with 10 intelligence (at the cap), and much more. Oh, and judges start with 5 intelligence and 10 of their aligned attribute, but hangin' judges have a cap of 1 heart and so will have higher attributes overall.

Even characters with 1 in all stats are reasonably playable...

In my last two or three games, I've used mutants as my primary recruiter after the founder.  I kept finding them with very high heart and high charisma.  I had come to the impression that they were supposed to be the most liberal liberals of them all due to living in alienation.
