So, my leaders badass and holds off sieges on his own, I have a lot of sleepers and my squads generally good.

The president is elite liberal and so is congress with almost everything is elite liberal except one thing...
Nuclear power

Is there an actual way to win and to do this I have to turn nuclear power from liberal to elite liberal? or do I just disband to win?

Just set all your sleepers to promote liberalism and disband. If you've already got a majority in Congress/HoR and have an L+ president, you've practically won the game.

To DIRECTLY answer your original question:

Yes, there is an actual way to win. You are correct, get nuclear power to turn elite liberal.

Winning gets your campaign into the high scores list. (actually, so does losing)

I wouldn't recomend disbanding. I got every area of the government Elite Liberal and the same for every issue besides millitary spending. So I went and disbanded to make it end. I was holding down the W key and looked away from the screen for a few moments. When I looked back what I saw terrified me: 40 years had passed, and everything was Arch-Conservative again. So don't disband.

If you disband, you can skip forward only a few months, and reform the LCS if your work is not done.  Also your sleepers will work at maximum efficiency.  Unless you need activism to liberalize the country, disbanding is probably better.

But you lose all your normal members if you disband.

Like the instruction says. ONLY disband if you are sure that victory is in the bag.

I disbanded and won as soon as I pressed W, but what if I needed them again, would my leader return with his M16 carbine and continue his one man assaults on high importance building?

If you undisband, all your sleepers turn into normal members, and you get back your founder. I think you also lose all your money and equipment? Can't remember.

If you disband and return, you can keep most or all of your sleepers, normal members with enough juice, and all of your money and equipment. I think it can also reset your criminal records.

Turning everything elite liberal wins the game.  Then again, "winning" the game really involves doing whatever you find fun.  Right now I'm still trying to form a decent Flaming bunny death squad, but it's incredibly hard to get high strength bunnies, which is required for martial arts, which governs fire breath.

Ruttiger, your other problem is going to be that after you get your bunny squad, the game will shortly come to an end. The should have "endless mode" or "zen mode" for LCS.

Just hide somewhere, get rid of your heat level somehow, set everyone to do nothing whatsoever and hold down 'w' for a couple of years. The nation will soon flow back to conservatism.

Eh. Not really, Soadreqm. The thing about LCS is it has a delayed effect. Once you get the elections L+, they will remain that way until the next elections. So, There's usually a good chance that the game will be won before the nations gets back to conservatism.
And it's not "soon" flow back at all... especially if you had made radio and cable unpopulor.
Hold "w" for a couple of years??? After I get most of my issues L+, I usually only need to hold w a couple of months, then I win.

If you for some reason desperately want to lose/revert the issues, the best solution I can think of is to repeatedly alienate everyone at all the sites. I haven't tried it, but it would probably change public opinion pretty quickly.
