I've got a suggestion to allow us to have de-activated dwarf squads keep their old unused equipment close at hand.  Allow them to keep it in the barracks on weapon/armor racks in case of an alert.  They could all run to the barracks, grab their gear, and be ready to fight.  To allow for this, allow us to assign these weapon/armor racks to the squad and not the dwarf.  This way the squad shares the racks to store their gear, excess gear will still be put back into normal storage however, and ownership is lost.

Actually I'd love it if they'd put thier gear away instead of throwing it on the ground. That and picking gear out of the stockpiles/armories first before going for that broken leather shield that the elephant killed soldier just dropped.
