I embarked on top of a mountain hall (using a custom race, and the old embarkanywhere.exe), and lo and behold,

Spoiler (click to show/hide)the new HFS (AKA the underworld) was already exposed. Upon further inspection, I found one of the EGP tiles was labeled as OUTSIDE LIGHT SUBTERRANEAN.
I'll upload some pics, and maybe the region folder tommorow. But, still, it's pretty messed up anyways, huh?

Fun fact: Use a mod or a utility and all bets are off as far as glitches go.

Doubly so when the mod or utility was designed with a previous version in mind.
