Floodgates remove water upstream as well as down?!

So, I have a setup like this:

 1       2
__X.......X...
        .3
        .X...
        .4
        .X...


The .s are room floors, the _ channel (full of water) and the X are floodgates.
So. I open 1, so the first room (between 1 and the other floodgates) is full of water.
Then I open 2 and 3, filling their respective rooms.
Then I close 2...and everything downstream of 1 dries up! It's as though closing 2 closed 1 as well, but it still registers as open.

There are some weird issues with this that I noticed when trying to lava the outside map.  I've got a note to investigate the strange stuffs.
