Right now I try to set all the actions possible on them and for a few months they still have not enough juice to recruit.

How do you increase sleeper's juice?

I'm trying the Agent Smith replication lol

They only have a chance to gain juice at the end of every month. If you want sleepers to gain juice, it takes YEARS of normal juice gains.

OR you can kill the CCS, which will give 200 juice to every single member of the LCS including sleepers.

Also remember that the Enlightened cannot recruit.

Sleeper's recruiting action is considered to be quite lousy (except when you do it with agents...) as you will (almost?) always get those less-than-attractive sleeper types - janitors, office workers, lab techs...
