Is this a good idea for safety of my dwarves?

When the dwarves are about to sleep [underground of coarse]you destroy the stairs so nothing from ground level will kill them.Is this a good idea or another stupid strategy?

As your dwarves usually donīt  sleep all at the  same time,
it is a rather stupid idea.

There are better ways to keep dangerous stuff  from outside away ;)

Yeah i thought it was stupid...Also do migrants join instantly or do you have to convince them or somthing?

So the core of your question is "when all my dwarves are underground at my will (burrows, or no jobs to do on surface) how can I prevent surface nasties from reaching them?" You could destroy the stairs and rebuild them I suppose, but it's horribly inefficient. This is what bridges and levers are for. Make a moat, build a bridge over it, hook it up to a lever (in a good safe, easily reachable place) and now you have a way to keep external nasties out when you demand it

Migrants join instantly for the first year. Beyond that, convince them your fort is awesome by exporting lots of wealth through the dwarven merchants.

They are autmatically part of your fortress
Migrants move from the edge to your map to your meeting zone
(which, at the beginning, is your wagon, but  can later be replaced by, for example,
statue garden, your  dining room or any other suitable room) and will, after a short stay there,
loose their blinking X and from then on are treated  like normal members of your fortress
(i.e. doing any work they are allowed and so on)

Migrant recruits seem to start on duty in 40d.  You need to take the off duty and clear any patrol routes.  I have had this problem.  I put a new dwarf on duty and instead of heading for the battlements he runs over to the edge of the map.  where the orcs are...  stupid dorf

Currently, a locked door or hatch would probably have the same effect as the removed stair (if not safer as there's no hole in the roof, I'm assuming it's just a stair down from above ground). Enemies who can't use doors will ignore it and those who can will ignore locked ones.

Doors and hatches can be busted open by the right kind of enemy though...

Yep...
drawbridges that  give/block access to otherwise inaccessible entrances
at the moment seem to be the only really safe mode of entrance

Drawbridges are the most secure way, but if you still need access to the surface you can either use an airlock design with a pair of drawbridges, or you can create an excessively elaborate killing zone using traps. Bonus points if magma, splattering traps, or water are involved.
