The Skill_Rate tag increases the amount of XP you receive.  For those who are wondering about the other slots for the ATT_RATE and SKILL_RATE, here you go.

ATT_RATE (Default is 500:2:3:2]
 * ATTRIBUTE Token 
 * cost to improve     
 * unused counter rate
 * rust counter rate
 * demotion counter rate

SKILL_RATE (Default is 100:8:8:16]
 * % of improvement points you get
 * unused counter rate
 * rust counter rate
 * demotion counter rate

Just a head's up - instead of doing the 5000:5000:5000 etc thing, you can just put 5000 in once.  It works just as well, and you don't get weird descriptors.

Except none of those skill and attribute related cheats actually work.

I've tested this on multiple worlds (regen'd after changes were made).
Skills - They go up and come down just as quickly as before. Doesn't matter what numbers are used, including NONE.
Attributes - They never go up. Your dwarves will only get worse over time, no matter what jobs you assign them, no matter what numbers are used.

The only attribute tags that reliably work right now is the physical ones, like Strength, Endurance, and Agility.  While toady has added in the stuff for mental attributes, it seems he wasn't quite finished with assigning what tasks correlate to those attributes.  As such, I recommend trying these again after the merge and see if things get better.
