We're kinda low on power here. I say meditate for as long as we can while the cop does stuff he wants to do, as long as it doesn't involve killing us or revealing our presence over radio. Once we have enough strength, blow his neck up.

We just killed his friends right in front of him, I highly doubt anything but killing him will work.
If we can regenerate a single ability use or subdue him (I'm partial to the leg-breaking if we're not strong enough to just break handcuffs.  I'm pretty sure our hands would be handcuffed behind our back) we can scare him silly.

Does our ability to mess with spirit energy extend to changing a dominated soul's thought patterns?  If so, let's come up with something interesting to do to him instead of killing him.  Besides, it will be a pain if he doesn't at least live long enough to unlock the handcuffs.

He's probably about to reveal our presence over the radio, so that would be what, a few seconds at most?

There's a chance he'll try to ascertain his companions' deaths before that though, so accumulate as much energy as possible and disable him before he can threaten our mission further.

Siphoning blood is cheap. We can siphon the blood from his brain with what energy we have left, maybe scare him and break his mind once he starts freaking out, and we'll be safe.

Not to mention that he has a wound on the hand, we just have to create enough bloodloss that he can't think straight.

The door slams shut, and you are trapped in the back of a cop car. The front door opens, and good 'ol officer D sits insides. He is breathing hard, and you can feel the adrenaline pulsing through his blood.
"I don't know what the hell you are or what the hell you did to the other officers, but I am going to make sure you end up in some shit-hole where you will never see the sun again, you fucking monster."

Woozy, your vision is blurring and shaking, but you seem him reach for the car radio. You know you can't let him do that. Focussing all your will power, you scrape together the last bits of your demonic power and begin to siphon the blood out of his hand. He stops going for the radio to look down at the blood slowly flowing out of his hand towards you. His mouth falls slightly open. You can feel his terror. Through your delerium you smile:

"what seems to be the problem, officer?" you say. His face grows pale as the blood leaves his body in greater and greater amounts. Finally, he falls over, dead. And you slink back in your seat. The blood gathered around your wrists splashes on your lap and the seat. You are completely out of demonic energy, but at least there are no more officers to bother you.

So you are powerless, and locked in the back seat of a cop car without the use of your arms.
