Global "Don't replace cages in traps" toggle

Sometimes a group of monsters wanders into an area with cage traps, sets a few off and the remaining monsters continue to present a hazard. Sometimes civilians try to pick up the full cages or bring in fresh cages before I can bring in some military dwarfs to deal with the problem. Being able to tell them not to do the job while the toggle is on would be a big help.

Also, the "stay inside" toggle should allow you to specify how many squares inside the fortress you want your dwarfs to go. At the moment they'll hang around the front entrance, this makes them extremely vulnerable. If they could be told to stay at least 10 or 20 squares inside the fortress, it'd be a real help.

What would be nice is being able to specify jobs as High/Medium/Low risk.  When a dwarf considers doing a job, it would check for any (visible) nearby enemies.  If there are some there, the job will only be taken if it's High risk.  if there are none visible, but there's nobody there to see, then it's Medium.  If there are none visible and there's a dwarf there looking there to say that, yes, there's nothing there that could be painful, then it's Low risk.
