There isn't a 100% chance of the raiders moving, but if they do, they will destroy the two civilian ships in Sector 4, yes (it's actually close to 60% chance or so, if memory serves me correctly). To help you guys with making up your mind on this matter, I feel it fair to present to all of you the different possible civilian ships.

There are 12.

1. No Resources
2. No Resources
3. 2 Population
4. 2 Population
5. 1 Population and a Fuel
6. 1 Population and a Morale
7. 1 Population
8. 1 Population
9. 1 Population
10. 1 Population
11. 1 Population
12. 1 Population

So, the ensuing attacks could take out anything between 0-4 population points if the raiders get to go.

Don't forget to always read the list of rooms on Galactica and Colonial One before making any important decisions, as there is usually a variety of options available to you.

Errata rule, by the way, states that you can always choose either option, even if it is impossible for you to fulfill the requirements. You just pay whatever you have.

Doesn't matter in this case, though, because you both have enough cards.

basestars are farther away than raiders. Raiders = immediate dead civvies. Basestars = eventual dead civvies.
