I think a more subtle and awesome punishment than outright banning of DnD would be to allow it ... but only with weighted dice that automatically give critical failures.

Draw a grid of some sort in a box, and shake a small object inside it and see where it lands.

To prevent uneven distribution, make it shaped sort of like a pie chart (for symmetry) inside a circular perimeter, and spin the container around on every use.
