I think it means legally. Like, legally an insane person can't become president, or whatnot.

Yes, that is what I meant. Obviously there is no one to uphold the laws here or even if there was they would not care. Also playing a game is a very fuzzy "relationship, status, or transaction" so I don't think it counts.
