Seeing as I failed, I get two propositions, right?
First, I will make a rule that reads as following:
A player can be nominated to be an EARTHBOUND IMMORTAL. EARTHBOUND IMMORTALs have no effect on the game.
And if I DO get a second rule....
Omegastick shalt become an EARTHBOUND IMMORTAL.
Actually there are two things wrong with the two proposals rule, one of which I woke up in the middle of the night and went "AWW DAMNIT".
First off, since Rule 104.A.I.b stats that 'A Player may suggest one Proposition per Turn', that means it'll never be okay to suggest more than one proposition until that rule is changed(looks like Wimdit is ON IT).
Secondly, the new rule (301) states "Any Player that posts a proposition that doesn't pass gets to propose two amendments on the next turn" which means that it wouldn't work until THIS round anyway. If it had said "Any Player that had a Proposition in the last Turn not pass may Propose two Propositions in the current Turn", then it would be kosher for this round, but it will only apply to the next turn. Which means that it didn't start tracking unpassed proposals until now.
Also, in order for your proposition to make more sense to me, maybe we should word it thusly: "A Player can be nominated to be an EARTHBOUND IMMORTAL. EARTHBOUND IMMORTALs cannot participate in any Phase of this game. Once nominated, a player becomes an EARTHBOUND IMMORTAL by a majority vote by all current Players."
And then the only problem I could see with that wording is what happens when "current players" quit responding?
While this rule makes me nervous, it might be a good idea to be able to blacklist certain... destructive... players.
