[176.38a]Pond filling not working as intended

In the development log, I read "made dwarves fill each component within a single pond zone". I assume this should mean multiple dwarves will now fill a single pond instead of us having to use a work around and designate multiple ponds. However...it still doesn't work. One pond area still means only one dwarf...

I think this is a fix for this bug report. They should now fill all four of those ponds instead of just the left one.
