random encounters in enemy territory

Adventure mode: Same as encounters in savage or evil lands, traveling in enemy lands could cross your path with aggressives, if the warlord or general of the enemy sects are still in the area.

Well excempt from war, there are no sentient enemies until you make them your enemy. though it would be pretty cool to have search parties go out to find you after you raid a settlement.

That's exactly it; if you've made them your enemy, the threat value of traveling through their lands should increase, especially if they're a major world power.

I often found it odd that you rarely if ever get attacked by patrols or enemy soldiers unless the wildlife are on their employ.

I don't think the chance of coming across military patrols and stuff should be that high at all most of the time.  Keep in mind, there was often considerable difficulty in one army finding another back in medieval times unless it was a siege.  Groups had to often send out envoys or scouts to find the other army and set a time and place to meet for battle.  Perhaps a body of troops would be at one place at one time, possibly foraging for food or enroute to a battle or another location.  Perhaps scouting the perimeter would be some scouts on horseback.  That could be a possible encounter.  And the chance of encountering a body of professional soldiers would be higher if traveling on a major road.  But it wouldn't be likely.  It's not like the countryside would be crawling with scouts and guards and and patrols of professional soldiers that would intercept you or even care enough that you are there to waste the logistical support needed to find you and possibly kill you.  It would likely be a scout of some sort if anything, and they would only be scouting around areas of importance not looking for fights, but to relay to another body of troops of the presence of a significant threat.
